Penske and TriMet

Cooperation and innovation in cost control.

TriMet provides transit services to a tri-county region that includes the city of Portland, Ore. Its fleet includes 600 fixed-route buses and 105 light-rail vehicles. Penske is responsible for the maintenance of an additional fleet owned and operated by TriMet that provides transportation service to the elderly and people with disabilities. It includes 215 lift buses and 15 sedans.

Like most public transportation agencies, TriMet needed to explore innovative ways to cut costs. Penske and TriMet codeveloped a fixed-cost contract with a cost overrun protection clause. We were able to assume responsibility for the fleet with no loss of TriMet's staff.
